THE Kwara State government has saved over N700 million through the operation of Treasury Single Account System that the state adopted in recent times, the Governor of the State, Dr. Abdulfatah Ahmed has said.
According to a statement by his Chief Press Secretary, Abdulwahab Oba, Dr. Ahmed averred that the amount was saved by blocking leakages in the system, achieving reduction in the state’s overhead costs and zero budgeting strategy.
He therefore, gave assurance that the 2016 budget would be people-oriented, taking cognisance of the prevailing economic challenges in the country as well as the perennial slide in earnings from the federation allocation to the state.
He added that Environmental and Traffic Offences laws would soon be enacted in the state to promote environmental cleanliness and ensure sanity on Kwara State roads.
“We must be proactive to cope with challenges of environmental sanitation and traffic offences, as Kwara is gradually evolving into a commercial hub with increasing population,” he said.
The governor added that existing law on traffic and environmental offences will be upgraded to cope with increasing human and vehicular population, saying that the laws would therefore focus more on ensuring compliance.

Kwara has lowest HIV cases in Nigeria – NACA
National Agency for the Control of Aids (NACA), says Kwara is one of the states with lowest rate of HIV infection in the country. NACA Chief Program Officer, Mr Tajudeen Arowolo stated this at the opening of Four-day Free Medical Outreach organised by the agency at Oja Tuntun, Boboko in Ilorin on Sunday. Arowolo said that North Central geo political zone of the country was reputed to be the most endemic with the highest number of recorded cases of HIV. “This is because of the high cases recorded in Benue, Plateau and Nasarawa states as well as the Federal Capital Territory (FCT). “Out of the states in North Central, Kwara has the lowest rate of HIV cases and one of the lowest in the entire country”, Arowolo said.
He said NACA has carried out similar free medical outreaches in many states of the federation with huge success. He said NACA screened, tested and gave results to 4, 441 people in Kogi state out of the 5,000 targeted people. He said out of the 4, 441 people that were tested, only 19 women tested positive to the disease.
The CPO said 19 people were immediately referred to health facilities nearest to their residence to commence free treatment. He said there had been remarkable decrease of HIV cases in Nigeria as a result of NACA’s regular outreach programmes. According to him, NACA’s constant awareness campaign and sensitisation have helped in controlling the spread of the disease in the country. Arowolo attributed the success of the outreach to the strategies adopted by NACA, one of which he said was the inclusion of free medical treatment for other illnesses like malaria, cough and blood sugar level. He also said that all nursing or pregnant women that came for the test and treatment would be given free mosquito nets treated with insecticide. Arowolo said 5, 000 people were expected to come forward for the free test and medical treatment in Ilorin. Mr Ibrahim Umoru, Executive Director, Good Health Educators Initiatives, an NGO appealed to all Nigerian adults to endeavour to know their HIV status. Umoru, one of the facilitators of the programme, said Nigeria had the second highest burden of HIV globally. He said counselling and testing for HIV was one of the entry points for HIV intervention, but noted that Nigerians performed low in this regard. Umoru stated that just over seven million Nigerians knew their HIV status out of over170 million people in the country.
“People should come out to be tested. Gone are the days when testing for HIV meant death sentence. “Today, HIV is a manageable disease if it is discovered early enough before it becomes full blown AIDS”, Umoru added. Alhaji Abdulkadir Abubakar, Kwara State Action for the Control of Aids (KWASACA) Project and Monitoring Officer said the prevalence of the disease in Kwara has reduced drastically. Abubakar attributed this feat to KWASACA’s sustained advocacy, sensitisation and awareness campaign against the disease and its management.

Ahmed Presents N116b Budget For 2016

THE Kwara State Governor, Alhaji Abdulfatah Ahmed on Tuesday presented the 2016 Budget proposals of N116 billion to the State House of Assembly, with an assurance that all ongoing projects will be given utmost priority to ensure their speedy completion.
Christened, “Budget of Sustained Expansion”, the Governor said the budget marked the continuation of his administration’s desire to consolidate and promote sustainable economic development of the State, which he noted was in line with the Shared Prosperity Agenda of his government.
“The 2016 Budget, therefore, is a symbolic bridge between past achievements, current accomplishments and future aspirations achieve for the good people of Kwara State,” he added.
Governor Ahmed also reiterated the commitment of his administration towards the provision of infrastructures that will deepen the State’s socio-economic development and enhance the welfare of its people.
The breakdown of the budget shows that it has a decrease of over N1.5 billion, which represents 1.3% decrease over the 2015 budget. Ahmed stated that the budget was premised on the current realities of time.
Given a breakdown of the budget figures, the Governor put the capital expenditure at N57.5 billion representing 49% of the total budget size.
Recurrent expenditure stands at N48.1 billion representing 42% while N10.1 billion was budgeted for public debt servicing, which represents 9% of total budget size.
Further breakdown shows that the Education sector got the largest allocation of over N30billion, which represents 26.2% of the total budget.
The Governor disclosed that the budget would be financed from the monthly federal allocation that comes to the State, the proposed N20b bond to be obtained from the capital market and Internally Generated Revenue (IGR).
While stressing the need for the State to expand its revenue base, Governor Ahmed admitted that the declining statutory allocation almost crippled the State’s activities in the outgoing year.
“In order to avert the re-emergence of such situation, the newly established Kwara State Internal Revenue Service will be given the necessary support to improve and boost the internally generated revenue base of the state, so as to have enough funds to sustain the state economy.
“However, it is pertinent to emphasize that the economic survival and sustenance of our state is a task that must be achieved with the participation of all the citizens of the state,” he said.

New Textile Industrial Park to Generate 2, 945 Jobs in Kwara
THE Kwara state Government has announced its plans to establish the Kwara-Chetex textile industrial park, which will generate over 2,500 direct and indirect jobs in the state.
According to the Senior Special Assistant on Media and Communication, Dr. Muyideen Akorede, the government stated that it will partner with investors to establish the park which will be located in Share, in Ifelodun Local Government Area, and that out of the total of 1,000 direct jobs available, 945 jobs will go to local workers in the state. Also, over 2,000 indirect jobs will be available to Kwarans.
The statement further noted that the Kwara State Government will allocate about N1b to the project which includes, contribution to construction, power, water and equipping of the Kwara-Chetex textile industrial park.
Consequently, the government noted that the project is expected to have massive impact across the state with the generation of indirect jobs such as construction, infrastructure, complimentary services and trade, such as plant maintenance, also residential and hospitality, as well as transportation.

We Have N200B Infrastructure Deficit in Kwara- KWSG
The Kwara Stategovernment has put its infrastructure deficit at N200 billion.
Bent on bridging the gap, the government is preparing to obtain N20 billion bond for projects.
The House of Assembly has given the government the go-ahead to access another bond from the capital market.
It said it had paid off the N17 billion bond obtained in 2009 for infrastructural development.
In a statement, the Senior Special Assistant to Governor Abdulfatah Ahmed on Media and Communications, Dr. Muyideen Akorede, said the bond was paid on August 5 last year, following payment to subscribers throughout the bond’s five-year tenure.
The government said repayment of the N17 billion bond, which was obtained by the Bukola Saraki administration, did not impose any burden on the state’s finances, as the bond maintained an issue rating of A and issuer rating of BBB – which signified the superior credit profile of the government.
Akorede listed the N17 billion bond projects as Kwara State University, Harmony Advanced Diagnostic Centre, International Aviation College, remodelling of Ilorin Stadium Complex, phase one of Ilorin Water Reticulation Project, Ilorin Cargo Terminal, as well as urban and rural road and electrification projects.
Stressing that long term borrowing, such as bond was cheaper and a more reliable means of funding major capital projects, the government said the proposed N20 billion would finance innovative projects, such as the dualisation of Michael Imoudu to Gamo Road, part completion of Kishi Kaiama Road, indoor sports hall of the Ilorin Stadium and the new campuses of Kwara State University at Osi and Ilesha.
Other proposed projects are secondary school classrooms across the state, equipment for the International Vocational Centre, Ajase Ipo, remodelling of the General Hospital, Oro, as well as cottage hospitals, the state’s counterpart funding for an industrial park, which will generate 3,000 jobs, provision of transformers and take-off of contributory pension scheme, which is a precondition for accessing other infrastructure funds.
Dr. Akorede noted that the proposed bond was a necessity, given the challenges in the national economy and a huge drop in monthly allocation, which had limited government’s ability to fund infrastructure.
The media aide assured the public that the Ahmed administration had taken steps not only to ensure that the government could afford the bond repayments without any pressure on its finances, but also that it had reformed its revenue machinery to boost government’s capacity to meet its other obligations to the people.
