Honorebu, Kwara Opens Revenue Court For EvadersTAX payment is a civic responsibility that all liable individuals and corporate bodies are obliged to carry out in order for the government to finance its core responsibilities of ensuring optimum public welfare socially, economically and politically says, Alhaji Abdulfatah Ahmed. The Kwara State Governor said this at the official opening of the State Revenue Court in Ilorin on Monday. While delivering his speech, Ahmed said: “A significant number of individuals and organizations pay taxes voluntarily, others evade or otherwise refuse to comply with tax law. Revenue courts are therefore required to enforce compliance with laws relating to tax administration in the State”. “Over the years, revenue derived from taxes has been low despite the obvious extent of our tax base in Kwara State. This was traced to deficiencies in our defunct tax structure, tax avoidance and evasion as well as low understanding by residents of the need to pay taxes. In Kwara State, we realized that these challenges can be solved by restructuring the revenue collection system”. “Thus, we enacted the Kwara State Revenue Administration Law 2015, which created the Kwara State Internal Revenue Service (KWIRS). The law authorizes KWIRS to act as the sole entity to collect all revenues in collaboration with the relevant ministries and agencies and to review the fees, taxes, levies and any charges regime in the State”. The Governor further added that KWIRS is also expected to collaborate with relevant MDAs to ensure compliance with the various laws on revenue to check tax fraud or evasion as the Law also provides for the designation of a Court by the Chief Judge of the State for revenue matters so as to ensure expeditious disposition of tax-related litigation. The Court, Ahmed said “has jurisdiction over every part of the State in matters relating to revenue of the State Government and for the recovery of penalties, rates, taxes, contributions, levies, expenses or other like demands recoverable by virtue of any enactment in force in the State”. “The Revenue court is, therefore, specialized and technical. It will ensure that matters relating to tax evasion and avoidance are dealt with expeditiously. The mandate of any taxing scheme is to encourage voluntary compliance and to have resolution of disputes by amicable means. This court does not inhibit such a mandate. “Even when a case has been brought before the courts, the taxpayer is at liberty to seek settlement without prejudice to the matter in dispute. The Revenue court will therefore aim to strike a balance between equity for the taxpayer and protection for the public purse. Governor Ahmed urged the State Judiciary to make judicious use of the facilities provided in the revenue court and ensure speedy discharge of cases, just as he also called on all the people of the State to recognise tax payment not only as a responsibility but also as their vital contribution towards provision of infrastructural facilities in the State.

Trade Unions Suspend Two-month Old Strike in Kwara
INDUSTRIAL unions in Kwara on Monday in Ilorin suspended the two-month old strike embarked upon to press for payment of workers’ salaries.
The News Agency of Nigeria (NAN) reports that the strike commenced in December 2015.
The suspension is contained in a communiqué issued after an emergency meeting of NLC, TUC and the Joint Negotiation Committee (JNC) on Friday, Feb. 5.
The communiqué made available to newsmen on Monday was signed by representatives of the unions which include the NLC, the Nigeria Union of Teachers (NUT) and the Non-Academic Staff Union (NASU).
Others are Nigeria Union of Local Government Employees (NULGE) and the Trade Union Congress (TUC).
The unions said that they have observed a decline in the monthly Federal Allocations to states.
They said this had grossly affected effective and prompt payment of salaries to workers in the local governments.
They said that they are mindful of the fact that children had stayed out of school for a very long time, which has affected negatively their academic and even social life.
The unions said they have also scrutinised the effort of the Kwara Government and realised that “it has put machineries in place to ensure that workers’ salaries and arrears in the local government system were paid.’’
The unions also suspended the strike based on the promise made by Senate President Bukola Saraki.
“ We considered the promise made by the Senate President, Dr Bukola Saraki, to facilitate the release of the bail-out fund to local government councils.’’
The unions called on the state government to reciprocate the gesture by ensuring that no staff of local government was victimised or intimidated as a result of the strike.
They expressed appreciation to Gov. Abdulfatah Ahmed, the Senate President, Dr Bukola Saraki and other stakeholders for their unflinching support during the cause of the struggle.

And one begins to wonder If Kwara state has more potential to generate higher IGR than Oyo
But I'm confused here.He said the state is targetting 24billion for 2016.How is that possible since it's 5billion naira monthly target

dansoye1 Kwara is ambitious..hope the state meets its target.Do you know if Oyo has a similar Internal Revenue agency?Oyo governor was lasing with Lagos to my knowledge to learn from them to increase Oyo's IGR.I think Oyo can do much better than Kwara...I dey look at Oyo state government flickr and it be mostly just meeting and stuff...you hardly dey see pics of any infrastructural works they embarked on .I am confused self wrt the 24 billion for 2016.

Ahmed Charges IBEDC to Match Revenue With Improved Electricity SupplyTHE Governor of Kwara State, Dr. Abdulfatah Ahmed has charged the Ibadan Electricity Distribution Company to ensure that its improves electricity supply to the public, and not just focus on revenue generation. Governor Ahmed gave the charge when he received the management team of the Company, led by its Chairman, Dr. Olatunde Ayeni, at the Government House, Ilorin. According to him, it is imperative for IBEDC to march demand with supply in value addition to the end users of electricity. He emphasised the need for the Company to embark on advocacy on collection process, availability and unavailability of electricity supply to keep the public abreast of information at all times. Governor Ahmed, who promised to deploy necessary facilities to improve access to electricity, promised that his government would strengthen existing relationship with the company in order to improve electricity supply and stimulate local economy. Speaking earlier, Ayeni had encouraged the public to pay their bills regularly with a view to enabling the company supply more electricity to the public. Teachers Refuse to Resume in Kwara SchoolsRECENTLY, teachers in the Junior Secondary Schools in Kwara resumed duty from their two months old strike. However, when pupils went to resume in most of the schools, they were disappointed for not meeting their teachers in schools, as most of the schools are reportedly still under lock and key. The Chairman of the Association of Local Governments of Nigeria in Kwara State, Abdul Lateef Okandeji, however, commended the teachers for suspending the industrial action. Mr Okandeji, who is also the Chairman of Ilorin East Local Government, assured the teachers of the payment of their salary arrears latest by the first quarter of the year. He urged them to return to the classrooms in the interest of the students. Some of the disappointed students have also appealed to their teachers to return to school. Honorebu, Omo Oba of the Source, colonial pikin, Omu-Aran Community Lauds Landmark University For Devt InitiativeTHE Omu-Aran Development Association (ODA) has commended Landmark University, Omu-Aran, for its efforts at improving the well-being of the people through the institution’s Community Development Impact Initiative (LMCDII). The President of ODA, Chief Peter Oyinloye, made the commendation during a town-hall meeting in Omu-Aran, Irepodun local government area of Kwara. Oyinloye said the institution, since inception five years ago, had in no small measure been alive to its corporate social responsibility to the community. He said the institution’s renewed effort through the recently introduced LMUCDII, which aimed at impacting on the socio-economic wellbeing of the people, was highly commendable. According to him, some of the initiatives embarked on by LMUCDII are the periodic organisation of counselling initiatives for some secondary school students. The president said the initiative was to assist in the students’ future academic pursuits and was a good pointer to the institution’s kind gesture. “It is on record that the LMUCDII team had visited Oke-Igbala Leprosy Medical Centre; Inioluwa and Hope Orphanage where lots of food items and other materials were donated to the inmates. “The institution, through the initiative, is presently in partnership with Omu-Aran Youth Forum as parts of its agrarian revolution drive. “This, in essence, is geared towards making agriculture more attractive to the youth as a trade and as a vocation,’’ Oyinloye said. He noted that the university had proved to be a major employer of labour within the senatorial district with more than 5,000 skilled and unskilled labourers, comprising both indigenes and non-indigenes on its pay-roll. The ODA president, who particularly commended the institution’s chancellor, Bishop David Oyedepo, for his foresight, pledged the community’s support for the institution’s agrarian project. He urged other well meaning individuals and organisations to emulate Oyedepo’s philanthropic gestures. “We, the Omu-Aran community under his royal highness, the Olomu of Omu-Aran, Oba Charles Ibitoye, and his chiefs, express our appreciation for this development drive,” Oyinloye said. The LMUCDII Chairman, Pastor Abiodun Okunola, reiterated the institution’s commitment to continued execution of programmes and policies aimed at adding value to the well-being of the people. Okunola disclosed that the arrangement had been concluded on the institution’s three-day free healthcare services across the institution’s medical outposts, markets, churches and mosques in Omu-Aran. He said the free healthcare services which include free tests, diagnoses, treatment and drugs for different ailments such as malaria, hypertension and diabetes, was targeted at about 5,000 beneficiaries.
