I could rehash here all of the reasons why I think such daydreams make no economic sense, but instead of repeating arguments I've already made in other discussions on here, I'll pick out one comment I found noteworthy in light of what I've said about political interference with economic issues: Note that this was for a project which was to benefit the governor's own state! One can only imagine how much worse it would be with a scheme administered from Abuja by underpaid bureaucrats who don't have an electorate to account to for their decisions, who are unlikely to care if a scheme outside their home region fails, and who have never come closer to a farm than possibly driving past one on the way to somewhere else ...

Ronald Chagoury Jr: "Eko Atlantic will multiply investment opportunities in Nigeria"
Interview by Philippe Hage-Boutros | OLJ 12/18/2015 Your Eko Atlantic project is often presented as the future Dubai of Africa. Where is the site and what are its characteristics? Launched in late 2007 by the Chagoury Group, Eko Atlantic is a real estate project that is grafted to the construction of a breakwater near 8 km to protect the coast of Lagos from the onslaught of marine currents of the Atlantic Ocean. It involves the construction of a new city of 10 million square meters built by backfilling the seabed between the coast and the breakwater. Total investment is estimated at tens of billions of dollars funded exclusively by private funds. The exact amount is difficult to estimate since the project is spread over several decades, with all the risks that implies. Today, fifteen buildings are already under construction and nearly half of the total area of the project has already been filled in and converted to accommodate infrastructure - roads, pipe network, power grid, etc. - Intended to equip the new districts. The first phase of the building project itself was launched February 21, 2013 in the presence of former US President Bill Clinton, Chagoury group being partner of its foundation. Once completed, the building surface equivalent to about six times that built by Solidere in Beirut, and can withstand 10 times more buildings. This represents about 3000 buildings that will accommodate nearly half a million residents and 300,000 peripheral jobs that occupy a set composed of residential areas, business districts and recreational areas. The clientele of Eko Atlantic will comprise 95% of Nigerian nationals, entrepreneurs and residents. Nigeria's population has reached 183 million people in 2015 and the country suffers from a housing shortage estimated at about 17 million units, including 5 million in the capital alone. The project also meets the need of the country to diversify its economy, oil revenues now representing 15% of its GDP. Eko Atlantic has also been given the status of special economic zone by the Nigerian authorities. So it enjoys a special regime to attract foreign investors as tax reduction or relaxation of business registration procedures. The development of the area will multiply the opportunities for Nigerians, Lebanese and all investors attracted to the African market in general and Nigeria in particular. Nigeria needs of infrastructure are also very important. The country produces eg not enough electricity for the whole country and its inhabitants face a rationing is more important than in Lebanon! That's why designers Eko Atlantic have also included the construction of a power plant of 70 megawatts (MW) with production capacity may be increased up to 1.5 gigawatts as and as the island will develop. Governor Akinwunmi Ambode of Lagos State has said that the economic doom prediction for 2016 will not stop the state’s economy from booming. Governor Ambode spoke at the 2016 Annual Thanksgiving Service of the Lagos State Government, held at the State House, Ikeja, on Sunday. The governor said despite the prediction of bleak economy for this year, Lagos is determined to forge ahead. “We are determined to achieve inclusive progress in governance. Employment will boom, Lagos will grow in leaps and bound,” he said. Ambode said he was very optimistic that there would be employment boom in Lagos this year, while artisans and skill vocations would thrive in Lagos. The governor, however, thanked God for sustaining Lagos all through 2015 and for bringing him to power. He said despite the fears that the 2015 general elections would be violent, God took control. Ambode added that he was happy that the elections turned out to be free and fair and one that led to a change in government, in which the opposition party took over power at the center. “The fact that we are gathered here today shows that God is with us,” he said. The event witnessed inspirational singing from the Redeemed Christian Church of God, RCCG’s choir and that of other churches. Prominent people at the thanksgiving service are: Pastor Enoch Adeboye, General Overseer, RCCG; Bishop Mike Okonkwo of The Redeemed Evangelical Mission, TREM; Rev.
