This is potentially very good news if done right; London's Gatwick Airport is managed by a concession led by our very own Adebayo Ogunlesi, and the difference in the experience between that airport and MMA could be used to illustrate the difference between heaven and hell. The crucial questions that need to be answered to determine how well this concessioning proposal will go are the following:

The federal government has concluded plans to go into concession arrangements with private investors to finance rehabilitation works in four of the country’s four major airports namely, Nnamdi Azikiwe International Airport, Abuja, Murtala Muhammed Airport, Lagos, Aminu Kano International Airport, Kano and the Port Harcourt International Airport.
Also the Lagos-Calabar Railway project which was at the centre of the face-off between the executive and legislative arms of government during the budget approval process will be funded with N60 billion under the capital segment of the budget.
Minister of budget and national planning, Senator Udoma Udo Udoma, made these disclosures yesterday while giving a breakdown of the 2016 budget and its implementation strategies at a session which had in attendance ministers, captains of industry, professionals, organized labour and media executives.

- Will the concessionaires be burdened with unprofitable service and employment requirements, or will they be given a free hand to run the airports on a truly commercial basis? Because precisely such restrictions are to blame for the failures of electricity privatization.
- Is the Buhari government ready to bring the Naira's "official" exchange closer to the true market value, or - even better - to allow it to float without further government interference? Nobody is going to spend extra hundreds of millions in dollars on the airports because of an artificially inflated exchange rate, and foreign investors need to have some certainty that they will be able to repatriate their profits, without having to worry that they'll wake up one day to find new government restrictions on how they can use their funds.
