KWSG Proposes 14 Years Jail Term For CultistsTHE kwara state government has sponsored a bill for an amendment to the existing law on cultism to the state’s House of Assembly proposing a stiffer punishment for those caught indulging in secret cult. In the proposed amendment bill which had scaled through second reading on the floor of the house, the state government proposed a minimum of 10 years and maximum of 14 years imprisonment for any one found culpable in the acts. The state’s Attorney-General and Commissioner for Justice, Barrister Kamaldeen Ajibade stated this while briefing journalists at the end of state executive council meeting held at the Government House, Ilorin on Thursday. He dismissed claims that “the rise in activities of cultits in the state is because the state government had whittled the existing laws on cultism in the state”. Ajibade said the existing law on cultism also prescribed that any landlord whose property is being used as cultists den would forfeit such. He said following the rise in activities of cultists in recent time in the state, the government had approached the state’s house of assembly twice to amend the existing laws so as to curb the menace. “There is what we call separation of power, we don’t make laws, it is the house of assembly that makes them”, he said On the white paper submitted on the recent clash between Share/ Tsargi community over boundary matter, Ajibade said the council had directed that the implementation of the paper be put on hold. Reasons for this, he clarified was to allow the state’s government review and harmonize all legal issues and implementation done so far on 2010 white papers on the matter. The Attorney-General said the government was aware of pending legal matters instituted in courts on the boundary disputes by varoius persons and would not want to act in prejudice. Commends NBC Effort in Education, Human Capital Devt.THE Kwara State Governor, Alhaji Abdulfatah Ahmed has commended the Nigeria Baptist Conference, NBC, for its intervention in the areas of health, education and human capital development. Governor Ahmed gave the commendation yesterday when he received members of the Kwara Baptist Conference led by its President, Doctor Victor Dada at the Government House, Ilorin. The Governor urged religious and professional bodies to take advantage of the conducive environment provided by the government for economic and educational activities in the state. Earlier in his remarks, Kwara Baptist Conference President, Doctor Dada informed the governor about the preparedness of the Conference to host the Nigeria Baptist Convention, scheduled to begin this weekend in Ilorin. Doctor Dada, who said the Nigeria Baptist Convention was the second largest conference worldwide, disclosed that about seventy thousand delegates are expected to attend this year’s Convention. Kwara generates N3.2b in three months
The Kwara State Internal Revenue Service on Monday said it generated N3.2 billion in the first three months of 2016. The Executive Chairman of the service, Dr. Muritala Awodun, disclosed this in an interview with newsmen in llorin on Monday. According to Awodun, N951 million was generated in January, N1.04 billion was generated in February and N1.2 billion was achieved in March. Awodun said the service is expected to generate N6.6 billion in the first quarter of 2016. He explained that the Service had engaged over 1,000 people, including 528 direct staff since it began operation in January. He said a labour intensive technology driven approach was adopted by engaging younger people across the state. The Chairman of the service disclosed that consultants were also engaged to enable the service meet its set target. On local government revenue in Kwara State, Awodun said the 16 local government councils in the state generated N75 million as revenue for the first quarter of 2016. Awodun said the service only worked with four items out of the 21 revenue generating items available. On blocking leakages, the Executive Chairman said as from May 1, citizenship application and all other payments would be done online. He said charges at the judiciary in the state would also be reviewed to reflect the current realities. He advised residents in the state to make sure that they get the receipt of the exact amount they paid for services. Agriculture: Kwara to generate 20,000 jobs
As part of its impactive economic growth policy, the Kwara State Government is to generate 20,000 agro-related jobs annually. This is aimed at eradicating poverty and creating wealth, especially among youths. The Kwara State Governor, Dr Abdulfatah Ahmed, said this when participants of Course 38 of the National Institute for Policy and Strategic Studies, Kuru, Plateau State on local study tour of Kwara State paid a courtesy call on him at the Government House, Ilorin. Ahmed stated that the state government has identified agriculture as one of the keys of economic prosperity as it could improve the lives of the people tangibly. According to the governor, about 50,000 Small Medium Enterprises have been empowered, adding that another N2 billion would be injected into the scheme in the next three years with priority on youths and women beneficiaries. “Our determination is to generate a successor-generation of commercial farmers driven by an entrepreneurial mindset for job and wealth creation,” the governor explained. Dr. Ahmed expressed concern that the challenge of poverty has remained a dominant issue in Nigeria as the 2015 Human Development Index ranked Nigeria 152 out of 188 countries in 2014. The leader of the NIPSS team, Brigadier General Daniel Chinoko, said the team, which is Group 6 of the course, is in the state to under study the state governments poverty reduction programmes and policies. Kwara distributes funds to grow SMEs
Abuja - The Kwara State government has disbursed more than N16 million to cooperatives societies in the state to expand their operations. The Technical Adviser to the governor on Small and Medium Enterprises Development, Olusegun Soewu, confirmed the disbursement. Governor Abdulfatah Ahmed's adviser noted that the state government had injected a cumulative of N1,597 billion into the scheme adding that a total of 1, 848 cooperative societies had benefited from the scheme. The disbursement is done through selected micro-finance banks that are based within the operating environment of the target beneficiaries. “The participating micro-finance banks are referred to as partnering banks,” Soewu said. Also read: SME sector to steer Nigeria into leading global economy The target beneficiaries of the scheme include men and women who have existing businesses, youth with workable business ideas or requisite skills, enterprising women in the rural areas and cooperative societies with traceable business records. Some 53 associations under the aegis of Artisan Congress of Kwara State had benefited from the scheme, adding that about 150 taxis, 25 buses, and 193 motorcycles had been given out to beneficiaries across the state. Soewu also added that over 160 farmers’ associations across the state, with no less than five farmers each, had also benefited from the micro-credit funding under the Off Taker Demand Driven Agriculture Scheme. Kwara slashes running cost by 50 % over drop in federal allocation

Kwara To Inject Two Billion Naira To Fight Poverty
Kwara State government is to inject about two billion Naira into its micro credit scheme in the next three years with a view to alleviating poverty in the state. The State Governor, Abdulfatah Ahmed, disclosed this on Thursday when the participants of the ‘Senior Executive Course 38’ of the National Institute for Policy and Strategic Studies, Kuru in Jos, paid him a courtesy visit. Maintaining that youths and women would be prioritised in the scheme, the governor also revealed his intention to generate 20,000 agro-related jobs annually, in order to create a successor-generation of commercial farmers. Describing poverty as a universal issue resulting from a state of short or long term deprivation and insecurity in basic human needs, he restated that poverty reduction was top on the priority list of his government. According to Governor Ahmed, “Today, many countries are faced with the challenge of poverty. Nigeria is not an exception. “According to the 2015 Human Development Index, Nigeria ranks 152 out of 188 countries in 2014. Thus, it has become imperative we find ways of ameliorating this scourge. “Consequently, one of the cardinal objectives of this administration is to improve the lives of our people in tangible ways. “In our mission towards the reduction of poverty in the state, we have identified agriculture as one of the keys to economic prosperity”, he said. We’ll trim cost of governance to pay salaries — Ahmed
Kwara State governor, Dr Abdulfatah Ahmed, has said that his administration was adopting new strategies of reducing cost of governance so as to ensure prompt payment of salaries and pensions. Governor Ahmed, who was represented by the state’s Head of Service, Hajia Zara Umar, gave the assurance at this year’s Workers’ Day celebration held at the Metropolitan Square, Ilorin, the state capital. The governor noted that the state’s internal revenue services (KWIRS) had been empowered to explore more sources of revenue, which would ensure that government meets up with its statutory commitments and infrastructural development. Gov. Ahmed calls for national summit on education
Gov. Abdulfatah Ahmed of Kwara has called for a national summit on how to reform education at the primary, secondary and tertiary levels. The governor made the call when he received the Executive Secretary of the Universal Basic Education Commission (UBEC), Alhaji Dikko Sulyman, in Ilorin on Wednesday. “It is important that a strong summit is held to improve the availability of school infrastructure; accessibility and the quality of teachers”, he said. According to the governor, the summit has to be taken from a national perspective and address all issues relating to education in the country. Ahmed expressed concern about the quality of teachers produced by the colleges of education designed to serve the basic education level. He was of the opinion that the curricular at the colleges of education were not designed for basic education. Ahmed was also of the view that the curriculum of the defunct Grade II was better designed to teach pupils at the primary schools unlike what prevails now. According to Ahmed, local government councils lacked capacity to finance the basic education teachers’ salaries, especially with the decline in allocations from the federation account. Executive Secretary of UBEC, Suleiman said the commission had initiated a number of infrastructure development programmes in the basic education level across the state. Kwara Applicants Allege Extortion by Liaison Office
SOME Kwara State citizens have decried the non-issuance of receipts by the officials of the Kwara State Liaison Office, Victoria Island, Lagos State, who daily collect the sum of N2,000 each from applicants seeking to obtain state of origin certificates. The citizens condemned the refusal by the liaison office to issue receipts to applicants after the payment of N2,000 each, saying that such an action was an avenue to extort Kwara citizens and defraud the government. It was learnt that about 20 persons visited the office on a daily basis to apply for the certificate. A Kwara citizen, who resides in the Oke Afa area of Isolo, Lagos, Alhaji Isiaka Salawu, described the practice as fraudulent and urged the state government to look into the conduct of the office. He added that the office declined to give him a receipt two months ago when he paid to obtain the certificate for his son. He said, “It is highly nauseating and shameful that at the Kwara State Liaison Office on the Victoria Island, every applicant seeking to obtain the state of origin certificate is subjected to pay a sum of N2,000 without any receipt being issued from the office. “When I paid for my son, I demanded a receipt but it was not given to me and so did many others in my presence. When I demanded an explanation, one of the officials told me it is the practice not to issue receipts. This is fraudulent and sheer extortion. This rip-off must stop. ” Another victim from the Ifelodun Local Government Area of Kwara State said a receipt should be issued for the payment to ensure transparency and accountability. The indigene, who did not want his name in print, said, “I got one about two months ago and paid N2,000. No receipt was issued to me. One of us, who also came for the certificate on that day, was furious about the development and he challenged the workers in the office. The Kwara State Commissioner for Information, Mr. Mahmud Ajeigbe, told one of our correspondents that the government would investigate the allegation raised by the indigenes. He, however, said the state government did not suspect any foul play, adding that the trend in the liaison office could have been caused by scarcity of receipts. Ajeigbe said, “We are investigating the issue of non-issuance of receipts. THE Kwara State Government has established 2,500 hectares of land each at Lata in Patigi Local Government and Gidan Magajiya in Baruten Local Government Areas of the state as grazing reserves. The Special Adviser to the Governor on Agriculture and Rural Water Support Services, Honourable Anu Ibiwoye who disclosed this in an interview, said the grazing reserves require expansion and repair of existing facilities such as dams, roads, schools and other social amenities that would make the place more functional and enable intending Fulani herdsmen to settle there. Ibiwoye who said that the Government is also looking at other issues related to the activities of the herdsmen to curtail cattle rustling, further stated that the Miyeti Allah Cattle Breeder Association (MACBA) had earlier in the year, paid a courtesy call on His Excellency with a view to collaborating with the State government to reduce cattle rustling and other related vices associated with herdsmen in the State. The S.A. also said that the government is increasing its advocacy enlightenment by getting the communities to know the essence of the grazing reserves and to also let the herdsmen understand why they have to be confined to the grazing reserves only. Ibiwoye observed that the economic loss that comes from activities of cattle rustling is huge and “we must as a government try to reduce such effects and the state government is a responsible one taking steps by working in conjunction with the Nigeria Police Force to curb the excesses of the cattle rustlers”. Ibiwoye stressed that other social vices such as robbery and kidnapping are reportedly linked to activities of the Fulani herdsmen. He disclosed that in Kwara North, there is a kind of understanding that exists between the farmers and the Fulani herdsmen whereby once it is farming season, the herdsmen avoid encroaching on farms but after harvesting, the farmers invite the herdsmen to come and graze for free on the leftovers from the harvest.
